RICHARD A. HALL (“Rick”)
Tallahassee, FL

AREA OF EXPERTISE: Transportation Planning, Design & Traffic Engineering

BACKGROUND & EXPERIENCE: Rick has experience in transportation planning and design for walkable communities. His transportation work on New Urbanist communities goes all the way back to performing the Development of Regional Impact (DRI) for Seaside, Florida in 1983. His background extends from MPO regional planning and corridor studies to site traffic analysis and neighborhood street design. He is a veteran of over twenty-four public and private TND community planning efforts (charrettes) where he designs complex streets and helps others understand the need for these narrower, more livable streets. He teaches as a Visiting Professor at the FSU Department of Urban and Regional Planning. He has been heavily involved with the Institute for Transportation Engineers, Florida Section, rising to the level of statewide president.

RESEARCH INTERESTS: Rick is working with the Knight Program and the Congress for the New Urbanism, Transportation Task Force, to establish a new functional classification system that includes walkable urban streets and boulevards. This effort will culminate in published material for national use, applicable at the regional and corridor levels.
