Affordable housing, regional governance, and service provision
BACKGROUND &
EXPERIENCE: Joyce has had extensive experience with a
variety of public agencies and private firms in California. She has
completed governmental restructuring studies involving the formation of
new cities and districts, the regional provision of services and
facilities, and the
environmental review process and evaluation of local and statewide
agencies. She has worked with nonprofit community groups, for-profit
housing developers and municipalities in site planning, land use
development and regional planning. She has experience as a mediator for
land use disputes and in group
facilitation.
RESEARCH INTERESTS:
Joyce is interested in the practical application of New Urbanist
principles to existing communities, cities, and regions. Implementation
techniques, such as revision of existing codes and public participation
process, require an understanding of governmental structure and dynamics
as well as a means of developing a consensus for a shared vision of the
future. She is interested in using a community as a case study to
demonstrate successful implementation techniques of applying New Urbanist
theory to improve the existing urban character while also addressing other
intractable problems such as providing affordable housing or environmental
protection. |
