BACKGROUND & EXPERIENCE:
Pam has over twenty years of experience working with the public and
nonprofit sectors on housing, neighborhood planning, and community
development initiatives. She has been the program director for Duluth LISC
since the Duluth
program started in April 1997. As program director she oversees LISC’s work
of building the capacity of local community development corporations (CDCs)
in their efforts to transform distressed neighborhoods into healthy
communities. Some examples of program success under Pam’s leadership include
receipt of a HUD Local Best Practices Award, MHFA Award of Excellence, and
the Gold Touchstone Award from the Duluth Superior Area Community Foundation
for Duluth LISC’s “At Home in Duluth” initiative. Prior to her current
position, Pam served as manager of the City of Duluth’s Community
Development & Housing Division and as senior planner for the city.
RESEARCH INTERESTS:
Pam is interested in researching methods to realize her objective of
bringing together sectors of the community to revitalize and rebuild older
core neighborhoods that have extensive assets but have been impacted by
institutional growth, disinvestment, and loss of resident pride of
ownership. Her goal is to promote healthy, vibrant neighborhoods that
include infill housing, mixed income, and mixed-use development but also
address institutional needs—i.e., student housing, housing for medical
district employees, and various lifecycle choice housing and neighborhood
commercial/retail services.
